Katie - I am so depressed. I am in Vienna at an EU conference on eInclusion and specifically a session on "The Economics of Social Inclusion". Four august speakers and...no real measures. Like NO MEASURES. One study looked at 1,000 programmes and saw that only 50 had ANY measures applied to them at all. I think we live in a world where people DONT WANT TO MEASURE. Sad.
